How to make layered ruffles skirt

Currently making: 2 layered ruffled skirt

1. Cut out the layers and a rectangle cloth (measurement from waist to hips + allowance... since I'll be using a garter instead of zipper)

2. Turn the layers into ruffles (just run the upper parts on the sewing machine while folding them with your fingers cm by cm)

output:

    - lower width = measure of opening + lots of allowance depending on how puffy it is desired to be

    - upper width = just right to be attached on the rectangle cloth

3. Sew the lower ruffles on the lower part of the rectangular cloth

This is how the back portion should look like from the back

4. Sew one end of a garter on one side of the rectangular cloth, then fold twice and sew to lock the garter in place

5. Sew the upper ruffles up-side-down...like this

6. Sew both ends together to complete the skirt
